Twelve questions, yes or no.
- Arabic quality. Can they show a live demo answering a Gulf-dialect message, not just Modern Standard Arabic?
- WhatsApp, the official way. Do they use the WhatsApp Business Platform (Cloud API) with your own verified number, not an unofficial WhatsApp Web tool that can get the number banned?
- Data rules. Do they know whether UAE PDPL, the DIFC or ADGM data protection rules apply to you, and where your data will be hosted?
- Sector rules. For clinics (DHA/DOH), real estate (RERA/DLD) or virtual assets (VARA): can they name the rule that limits what the AI may say or do?
- Marketing rules. Do they refuse cold AI calling and unsolicited marketing messages, in line with UAE telemarketing rules?
- Price in writing. Is there a fixed price or published range in AED, including the monthly running cost, before you commit?
- Proof on your data. Will they run a pilot or demo on your own questions before you pay for a full build?
- Approval rules. Is it written down what the agent may do alone and what needs a person (refunds, bookings, KYC, discounts)?
- Hand-off. When the AI shouldn't answer, does a person get the conversation with a summary, fast?
- Ownership. Are the code, prompts, WhatsApp number and accounts yours if you stop?
- After launch. Who monitors it, how fast are fixes, and what does that cost per month?
- References you can call. Can they connect you with a client, or show a demo clearly labelled as a demo if they are new?

Why not just publish a top 10?
Because we can't verify other agencies' results, and most lists you find are paid placements. A checklist lets you compare honestly.
Is a Dubai-based agency better than a remote one?
Not automatically. What matters is Arabic quality, knowing the local rules and being reachable when something breaks. Meeting in person helps for the first workshop.
